Was 'The Father of Australia" , Lachlan Macquarie, complicit in a mass murder?

When Governor Lachlan Macquarie ordered his soldiers to "strike terror" into a group of aboriginal people at Appin, south of Sydney in 1816, was he breaking his own laws? The brutal killing of at least 14 aboriginal men, women and children, many of whom died when they were driven off a cliff in Appin , south of Sydney was facilitated by the man known as 'The Father of Australia', and there's questions around whether he then tried to cover up what happened.
